Builders Risk Insurance is a critical part of the planning process for major renovations, additions and new construction. This session will provide information on why this coverage is needed, what protection it provides and who is responsible to secure. This is a unique coverage disguised to protect an organization's insurable interest during a process that is otherwise uninsured.


Laurie Manning

Client Executive

Laurie is involved in the management and overall success of programs administered by Hylant Administrative Services including Ohio Plan Risk Management, Ohio Plan and Ohio School Plan.

Laurie works with schools and municipalities such as Toledo Metroparks, the City of Oregon, Sylvania City Schools and Washington Local School District.

Laurie has served on many boards in Northwest Ohio including Toledo Hospital Foundation and Toledo Day Nursery. She is currently active with Mobile Meals and the Alzheimer’s Association.

Laurie earned her bachelor’s degree in behavioral science from The Ohio State University. She has also earned the professional designations of Commercial Lines Coverage Specialist and Registered Professional Liability Underwriter.


Bill Petro

Vice President, Claim Services

Bill is primarily responsible for the operation of the Hylant Administrative Service’s (HAS) claim department which handle public school and public entity property and casualty claims. His staff are experts in defenses, immunities, and tort laws regarding public entities. Bill also oversees HAS’s TPA operations and aids clients in the design and creation of claim processes in order to ensure effective and efficient claims handling.

Bill and his team have handled nearly 45,000 municipal and school claims totaling nearly $200 million dollars, including claims for the Ohio Plan Risk Management, the
Ohio School Plan, the Indiana Municipal Insurance Program and Astra Insurance. As a TPA, the department also handles claims for the City of Ann Arbor, Michigan.

Bill earned his bachelor’s degree in business administration with a focus on accounting from The Ohio State University in Columbus, Ohio. He has earned 8 of 10 parts of his Chartered Property and Casualty Underwriter (CPCU) designation.
