Matt Stout is a partner in Bricker Graydon LLP's Public Finance group and practices in the areas of public finance and public law, emphasizing school and local government law. He assists and advises with the documentation and issuance of general obligation and revenue bond transactions for school districts, and advises school districts on tax-exempt lease purchase financings.

Kyle F. Smith has been serving as the Treasurer/CFO for Bexley City Schools since January 2017. Previously, he was the Assistant Treasurer at Upper Arlington City Schools and Treasurer at Portsmouth City Schools. He holds a bachelor’s degree in Business Administration with a major in finance from Ohio University.

Rebecca has over 35 years of school finance experience. Rebecca’s experience as a Treasurer/CFO ranges from districts with a budget of $6 million to over $200 million. Rebecca is currently the Treasurer/CFO of the New Albany Local School District. Rebecca is also a consultant with K-12 Business consulting.

Cajon Keeton is the Treasurer for the Benton-Carroll-Salem School District in Northwest Ohio. Prior to becoming a Treasurer Cajon spent 5 years in the classroom as a business and technology teacher. He has a passion for school finance, as well as teaching and learning.

TJ Cusick, CPA

TJ Cusick, Worthington Schools Treasurer, has worked for the district since 2006 and was previously the assistant treasurer. Prior to Worthington, he was an accountant with a regional CPA firm. He received a bachelor’s degree in Criminology from THE Ohio University, is a CPA, was elected to the Ohio GFOA Board of Trustees 2016-21, 2025-27, and received OASBOs Distinguished Service Award in 2016.

Jackie Lewis

Jacquelin (“Jackie”) Lewis is a partner in Bricker Graydon LLP's Public Finance group and practices in the areas of public finance, public law, and economic development with an emphasis on school and local government law, housing and tax incentives in connection with development projects. Jackie also advises on the issuance of municipal bond and lease purchase transactions for municipalities, school districts, and other Ohio political subdivisions, and provides general counsel services to political subdivisions with respect to various issues of public law.

Melissa Bondy concentrates her practice in the areas of education law in both Pre-K to 12 and higher education settings. Her practice has an emphasis on the complex and highly regulated disability law/special education environment, Title IX compliance, education policy, student discipline, and public and student record concerns. Ben's practice focuses on representing public works clients, such as K-12 school districts, sewer districts, higher education institutions, municipalities, townships, public housing authorities, and counties; drafting contract documents; responding to bid disputes; addressing construction defects; and pursuing claims that arise from construction projects. Ben also represents businesses and political subdivisions in complex zoning, land use and land development issues and appears before planning, development and zoning commissions in zoning, variance and related public service matters.

Beverly Meyer

Beverly Meyer is a labor, employment, and education attorney representing K-12 school districts, colleges, and universities. She handles collective bargaining, employee discipline, harassment investigations, wage and hour claims, and leave and benefits issues. Beverly litigates in federal and state courts and appears before administrative agencies. She is an enthusiastic lecturer and has developed employment-related trainings for clients and professional groups at local, state, and national levels. A partner at Bricker Graydon LLP, she chairs the Firm’s Political Subdivisions Group and is a past chair of the Ohio Council of School Board Attorneys and Dayton Bar Association Labor and Employment Law Committee. She has been repeatedly recognized in The Best Lawyers in America© for Education Law, The Ohio Business© Leading Lawyers List, and Ohio Super Lawyers© for Schools and Education Law.

Tammi Cowell, MBA

Tammi Cowell has returned to Tri-RIvers Career Center to serve as Treasurer/CFO. She was employed as the Assistant Treasurer for ten years prior to leaving to become Treasurer/CFO at Northmor Local School District from 2014-2019. She has been an active member of OASBO for many years serving as both a volunteer, co-chair and chairperson for the annual conference and has recently become a mentor to help prepare beginner Treasurers in their new position.

Timothy R. Jenkins

Ryan Jenkins currently serves Olentangy Local School District as their CFO/Treasurer, one of the fastest growing districts, and 4th largest in Ohio - a position he has held since October 2022. Prior to taking the position at Olentangy, Ryan served in a similar role for Pickerington Local, Greenon Local and Graham Local schools, as well as other administrative and teaching positions in his career.

Kristine Blind

Kristine Blind is the CFO/Treasurer for the London City School District in Madison County. She previously held this position from August 2011 through August 2017 before leaving for the same position with Gahanna-Jefferson Local Schools.
Kristine has been involved in school finance since 1996, beginning as a support staff member in Washington County. She has held several positions throughout her career before becoming a Treasurer in 2009. As a long-time OASBO member, Kristine has participated in numerous committees and serves as a seminar director, mentor as well as frequent presenter. Kristine is also currently Vice President on the OASBO Board of Directors.

Todd Griffith

Todd Griffith has been Treasurer of Licking Heights Local Schools since June 2017. Mr. Griffith has served Licking Heights since July, 2016. Prior to his time at Licking Heights, Mr. Griffith served as an administrator for South-Western City Schools, as well as in the treasurer's office at Vandalia-Butler City Schools. Mr. Griffith received his undergraduate degree from Ohio University.
