The presentation will be aimed at helping the audience understand how Moody's Ratings rates K-12 districts across the country using a sector specific methodology. The presentation will also summarize recent legislative changes and overview how it may or may not impact the credit profile of Ohio K-12 districts. Attendees will also understand how credits in Ohio compare to those nationwide.

Coley Anderson is a senior municipal credit analyst, covering credits in Ohio, Illinois and Minnesota including cities, counties, school districts, special districts and municipal utilities. Coley holds an MPA and a BA in business from the University of Southern Illinois.

Rebecca Princehorn served as bond counsel for Ohio's first: income tax-backed school district bonds; K-12 OFCC project on a state university campus; sale of school district bonds to the USDA; and school district minibond issue. She has also structured collaborations between local governments, particularly those involving school districts, and gifts to local governments.

A public school Treasurer for over 10 years, Melcie has established herself as a respected colleague that strives in leadership and collaboration.

In 2000, Melcie accepted a position with the Local Government Services division of the Ohio State Auditor’s Office, working out of the Athens regional office. Over the next eight years, Melcie worked with various governmental entities assisting and or completing GAAP (Generally Accepted Accounting Principles) conversions, five-year forecasts, PAFR’s, training of governmental finance officials, and creating training manuals.

In 2008, Melcie accepted her first Treasurer’s position in her home school district, Warren Local in Vincent, Ohio. In 2011, Melcie accepted an additional position with Fort Frye Local Schools as their Treasurer and served both District’s through a shared services agreement for 2 years. Melcie still serves as the Treasurer at Warren Local currently.

Nicole is the Treasurer/CFO of Westerville City Schools. Prior to Westerville, she served as the Treasurer/CFO of Fairborn City Schools, Assistant Treasurer at Kettering City Schools and as a Project Accountant with the State Auditor's Office. She has also served as an officer for the Miami Valley local chapter of OASBO and as a board member of OASBO's Foundation Board.
